Is permanent hair reduction the same as permanent hair removal?

Not really. When we say permanent hair reduction, we are talking about the reduction of hair growth in a certain area but at least 15% to 25% of the hair in that area can be expected to grow back, although the hairs willl be fewer and less noticeable than the original hairs.
Permanent hair removal, on the other hand, means total removal of all unwanted hair in a certain area (for instance, the upper lip) usually by electrolysis. Some clinics are starting advertise permanent removal, but it is not yet proven whether their treatment is really permanent.
In either case, permanent hair reduction has some advantages over permanent hair removal, and vice versa, depending on what the patient wants.
