It depends on the situation. A portfolio is a demonstration of your accomplishments and abilities in your field. It displays your growth in your understanding and skills, as well as the process of how you got there and what you learned along the way.
During a job interview, a portfolio can serve as your skills and abilities documentation or act as a networking aid, but it should not be sent with your application or in place of a resume unless the employer asks you to do so.
