Yes. Since broadband internet accesses have different types, an ISP is not needed anymore for cable service. Technically, cable companies have a group of computers commonly referred to as a "server farm" that handles all the connections between the provider and the subscribers.
If a user is connected by way of DSL or IDSN, an ISP is needed. In choosing an ISP, there is a long list of companies that give guaranteed service that will suit your needs.
