Usually yes, but in some cases you do not need permission from an individual. If you are taking pictures at public events like election campaigns, which involve politicians, or film awards ceremonies, which involve celebrities, you usually do not need permission to publish photos of individuals if you are publishing their photos for news purposes.
However, if you are taking a photo of an individual involving their private life, ask their permission before taking the photo and publishing it. You can do this by asking for a photo release form that will state that they will allow you to publish their photos for public use.
