A panic attack instigates an imbalance of blood gases, namely carbon dioxide. This imbalance causes the individual to become light-headed and confused. The lack of of the appropriate amounts of carbon dioxide in the blood is often caused by unwitting hyperventilating.
For this reason, breathing into a paper bag for some minutes is often helpful. Inhaling and exhaling steadily through the paper bag levels out the carbon dioxide. Once the needed amounts of carbon dioxide are achieved, the light-headedness and anxiousness subside and the person is able to think more clearly.
