Restoring data means that you get certain data from another device or location where you have backed up the files from your computer.
Recovering data is the process of retrieving your data when the computer fails due to power surges, inconsistency of saving files, or other problems. In short, when you have lost important data, recovery is the only way to get the data back. Sometimes you can do this by yourself by restoring the data (as above) and sometimes it takes a professional computer recovery service to get it back.
