The answer for that is a big No. Certification means training. It is impossible for person to acquire training without experiencing what it is he intends to do. For this reason, we cannot separate certification from experience. However, if you already have working experience, a certification is a big help toward promotion and the like.
On the other hand, some companies are not looking just for experience but also for some educational attainments, which means that having completed a course, as proved by a certification, improves your chance of being hired.
