This is definitely not true. The kind of labor that is employed by the corporation depends on the clients they deal with. Even if the back offices are located in other parts of the world, some of the people employed are doing major work for the company.
You will be surprised at the skills that the persons involved in the BPO operation have. For the operation to work, it is necessary that the employees have the capacity and the ability to have a proper grasp of business transactions and commerce. This is the factor that will determine the success of the outsourcing company.
