A tip, also called a gratuity, is a payment given to hotel staff (or other type of service person) above and beyond the advertised fee or bill. It's all a matter of social custom; there are no written rules or regulations in giving tips.
The word "tips" is actually an acronym for "to insure prompt service." To hotel staff, it's quite stingy not to give a tip at all, and giving a small tip, on the other hand, is considered insulting. The amount of tip you give depends entirely depends on you -- and on your budget.
