The definition of the term “all inclusive” will differ from one cruise line to another. In a general sense, however, it means that all of your expenses will be covered, including meals, accommodations, tipping, and drinks. Check with your cruise line to be sure of exactly what services are included in their interpretation of "all inclusive."
