When re-roofing, should I peel off old layers or simply add a new layer of shingles?

Unless your roof is very old or very damaged, it is usually best to add a new layer of shingles on top of the old ones. Scrapping the old layers consumes more time and energy as well as decreasing the total thickness of the roof. Adding a new layer of shingles to your roof, if properly done, protects the older parts of the roof and provides protection against leakage. Besides, it's also a lot cheaper.
