Yes you can, although you will usually have to make do with a secured credit card. A secured credit card is like a debit card, and you will need to have a bank account with money already deposited. Your maximum allowable credit depends on the amount of money you have in your account.
There are some establishments that do offer unsecured credit cards to people with bad credit. The problem with these kinds of credit card companies is that although they will offer you a credit card, the interest rates are usually sky high, and you will have a low credit limit. As long as you have a plan in place to use these credit cards to pay them off immediately each month in order to help restore your credit, they can be useful. Otherwise, you will quickly find yourself in a downward credit spiral with never-ending high interest rates. So, apply for these kinds of credit cards with caution.
