The use of grant money for reimbursing purchases before the grant was awarded depends on what kind of grant you receive. There are grants that allow complete reimbursement of purchases incurred prior to the approval of the grant, provided that they were specified in the line-item budget approved by the grant-awarding body.
On the other hand, there are also grant agreements which state that "no purchase may be incurred prior to the awarding of the grant." This means there will be no reimbursements allowed because you were not supposed to be making any purchases prior to the approval of your grant.
