You will be surprised if you expect people in the Caribbean to speak English. Some citizens of the Caribbean can speak English, but most do not.
Generally the ones who speak English are the personnel in hotels, entertainment centers, and recreational centers. They are trained to speak in English so they can serve American and other English-speaking tourists.
